The NSP Program requires that the
property be an "REO" which is a home aquired by the seller through a foreclosure process. This means that
private sales and short-sales are not allowed. It must be a bank-owned, REO forelcosure property. It also must
be located in one of the eligible areas in Garden Grove or Westminster. The eligible areas are located in the Census
Tracts listed below. Census Tracts are different geographic areas than zip codes and telephone area codes. It
is easy to find out if a particular address is located in an eligible Census Tract. Just follow this link below and

verify is located in one of the eligible areas.
